Work is no longer a route out of poverty as rising numbers of parents with jobs are unable to support their families, according to a report.
It found that 3.7 million, or one in eight, working people lived in poverty, up from 2.3 million just before Tony Blair became prime minister in 1997. Once family members are included, eight million live in poverty in families where at least one adult works.
In addition, it said almost 400,000 more children and 300,000 more pensioners are living in poverty than four years ago, with little progress in reducing poverty among working-age adults.
